The Ada County Highway District (ACHD), in cooperation with the City of Boise and Boise State University, is working on a plan to make Capitol Boulevard between the Boise River and the Rose Hill/Federal Way area easier and more convenient to use for people walking and biking.  

The growth of the Lusk Street area, and inadequate pedestrian and bicycle facilities on Capitol Boulevard has created a need for increased connectivity to better serve the Bench, Boise State University and Downtown Boise.

Known Issues
  • Lack of connections to the Depot Bench local street network on the west side of Capitol Boulevard near Crescent Drive
  • No connection to the Federal Way pathway on the east side of Capitol Boulevard
  • Lack of reasonably convenient pedestrian and bicyclist accommodations across Capitol Bouldvard/Vista Avenue, between Rose Hill and the Greenbelt.
  • Pedestrians and cyclists jaywalking across Capitol Boulevard
  • The University/Capitol/Ann Morrison intersection is currently the only signalized crossing along this corridor.
    • Long crossing times and limited refuge areas for pedestrians, especially during events and high demand.
    • Intersection does not meet current accessibility standards.
    • Pavement lacks durability to withstand existing high traffic volumes
Project Purpose
  • Increase safety and comfort for pedestrians and bicyclists
  • Make crossings compliant with Americans with Disabilities Act
  • Reduce pedestrian crossing times
  • Consider ways to improve access for businesses, customers, and residents along the corridor
  • Improve pavement conditions
  • Minimize impacts to traffic operations along the Capitol Boulevard corridor
  • Create a consensus on a recommended alternative
