Kootenai Street, Orchard Street to Vista Avenue

After working with the neighborhood in 2018 and adopting the Kootenai Street Concept Design in 2019, ACHD is ready to seek your feedback on the Kootenai Street design before it is finalized this fall. The goal of this project is to create a more pedestrian and bicycle friendly environment that preserves and enhances the neighborhood.

Thank you for your interest in the project. While your comments are always welcome, the comment period closed on July 22, 2021.

Improvements Include:

  • Installing sidewalk, curb and gutter on the north side of Kootenai & widening existing bike lanes
  • Adding chicanes and bulb outs
  • Adding a Rectangular Rapid Flashing Beacon for a school crossing at Johnson Street
  • Accommodating on-street parking on the south side of Kootenai 
  • Upgrading the Owyhee and Shoshone intersections
  • Upgrading signals and intersections at Roosevelt and Latah

The Ada County Highway District (ACHD) has been working on a traffic calming study along Kootenai Street from Orchard Street to Vista Avenue. If you have provided feedback during our last two open houses - thank you!

Based on public input received from the neighborhood in July, ACHD has developed a traffic calming concept for the neighborhood to consider. Please review the information below to learn more.

Key Information

  • We Heard You At earlier open houses we consistently heard that residents were worried about impacts to their property and the importance of the trees and landscaping to Kootenai's character.
  • What We Did We narrowed the vehicle lanes from 11-foot wide down to 10-foot wide. This allows traffic calming improvements to fit within the existing street footprint.*
  • Please Remember The traffic calming concept we are presenting is not a final design. If approved by the Commission, ACHD will design the project at a later date. The design will be presented for public comment.

*Any property impacts during construction (sprinkler heads, landscaping, etc.) will be restored.

Project Description

The Ada County Highway District is initiating a traffic calming study along Kootenai Street from Orchard Street to Vista Avenue. The study is a result of neighborhood concerns brought to ACHD about the speed and volume of motorists traveling on Kootenai Street.
