Eagle Road and State Street Intersection Concept Study

General Description:

The Eagle Road and State Street intersection is considered the gateway to the City of Eagle. In addition, the intersection and surrounding area are an important part of Downtown Eagle. Used by motorists, bicyclists and pedestrians of all ages, the neighborhood features an elementary school, senior center, and a variety of businesses.

On February 24, 2016, the ACHD Commission elected to accept the City of Eagle's request to pursue the Quadrant Alternative at the intersection of Eagle Road and State Street. Moving forward ACHD will preserve right-of-way and program the necessary project phases for the Quadrant Alternative as identified in the final concept report. The final concept report was not modified but this action by the Commission replaces the recommendation for the Roundabout Alternative contained in the report.

On August 13, 2014 the ACHD Commission voted to remove the roundabout from ACHD's Integrated Five-Year Work Plan and directed staff to temporarily suspend the preservation of right-of-way for the intersection until an intersection treatment can be identified.

On March 26, 2014, the Eagle Road and State Street Intersection Concept Study was adopted by the ACHD Commission. The study includes:

  • A roundabout at the Eagle/State intersection
  • Widening Eagle Road to four lanes from Plaza Drive to State Street with roundabout project
  • The Plaza Drive extension from 2nd Street to Plaza Drive
  • The Aikens Street extension to 2nd Street
  • The Olde Park Place and Aikens Street widening/streetscape
  • The Idaho Street Extension and Olde Park Place widening/streetscape

ACHD, the City of Eagle and the Eagle Urban Renewal Agency began working on a concept study in December 2012. The effort will evaluate intersection improvement alternatives for Eagle Road and State Street (e.g., traffic signal and roundabout options), identify needed roadway improvements in the downtown street network, and recommend a phasing plan for implementation.

At the completion of the study (late summer) a preferred intersection configuration will be identified and a concept design completed that balances the needs of all users – motorists, pedestrians and bicyclists.

 

Why is a study needed?  

The study, a collaborative effort between the community, City, and ACHD, is necessary to identify solutions at the Eagle Road and State Street intersection and in the Eagle Downtown area. The intention is to develop a plan that best balances the need to safely accommodate the expected growth in traffic resulting from the City’s land use plan and the City's goal of fostering a walkable, active, vibrant, mixed-use environment in downtown Eagle.

 

Background

In early 2012, at the City's request, the Ada County Highway District (ACHD) completed a preliminary analysis of intersection options for Eagle Road and State Street. However, it was determined that identifying the best intersection alternative would require additional evaluation of the downtown street network, along with more in-depth traffic analysis, and stakeholder and public involvement.
