The Capital Improvements Plan (CIP) proposes ways for ACHD to improve transportation infrastructure in Ada County and plan for future growth. The CIP identifies future projects that increase the capacity to serve new growth and identifies the growth-related cost for each of those future projects over a twenty-year planning horizon. By planning ahead, ACHD can ensure development fees go toward funding that infrastructure. Impact fees, paid through development in the area, are a funding source for major roads, intersections, and bridges. Through the CIP, our shared infrastructure keeps pace with and benefits from community growth.
How is the Capital Improvements Plan decided?
The CICAC acts as an impact fee advisory committee to guide the development of the Capital Improvements Plan (CIP).
The Capital Improvements Plan considers where the transportation system can be improved and where new features are needed to serve growing communities. These main criteria help ACHD decide which improvements to pursue and in what order.
The CIP is informed by the other plans adopted by the ACHD Commission. It is updated every four years following the requirements of the Idaho Development Impact Fee Act.
