FAQs

ACHD has a construction project starting soon, and we would like to offer discounted hotel rooms, meal vouchers, and other services for construction personnel and staff. Who do we contact?

Please direct all questions of this nature to the construction company for that specific project. ACHD does not have any involvement in these matters.
How do I bid on a project?

ACHD conducts all bidding through OpenGov. It is free to all users to create an account with OpenGov, follow ACHD, and submit bids. Learn more on ACHD's Bids & Procurements webpage.
How do I find bid or contract information not listed in OpenGov or on ACHD’s website?

Any information that is not publicly posted must be requested via an ACHD Public Records Request. Please submit a public records request by following this link.
How do I find out what company was awarded a certain project, when they start, and how much the award amount was?

ACHD will post bid tabulations, the awarded bidder, and the award amount, for each bid listing in OpenGov. Bid listings will also provide other projected information within the bid documents, such as notice to proceed date and project completion date.

Individuals who do not wish to create an OpenGov account can still view bid listings through the ACHD OpenGov portal, located on the Bids & Procurement webpage.
How do I know when ACHD is going out to bid?
1. For construction projects, ACHD publishes a 90-Day Construction Bid List, which provides a general preview of projects expected to bid in the next 90 days, by month.
2. ACHD maintains a 3-year On-Call Consultant Services List. The list begins with an RFQ, advertised in June. Following this initial RFQ, ACHD will provide an Annual Open Enrollment (AOE) window every January, until this 3-year list expires. The AOE is an opportunity for firms to be considered for addition to the list, or to be considered for new categories on the list.
3. ACHD does not provide any other early bidding information, unless discussed in a public forum. Bid solicitations are advertised in the Idaho Press Tribune (typically on Tuesdays), as well as on OpenGov. OpenGov users may register for automatic notifications anytime that ACHD solicits for a new bid.
My company just delivered contract agreements with our signature, notary, and required insurance documents. What are the next steps and expected timing?
1. If the contract agreement requires ACHD Commission signature, this will be indicated on the Notice of Intent to Award letter that was provided to the winning bidder, along with the expected commission date. Typically, agreements will be placed on the commission agenda for the immediate commission meeting, or subsequent commission meeting, following receipt of the signed agreement from the winning bidder.
2. If the contract agreement does not require commission signature, ACHD will typically sign and have the fully executed contract agreement prepared within 5 days of receipt of the signed agreement from the winning bidder.
3. Construction projects that include printed materials such as plan books and plan sheets require approximately 1 week from the date of execution for printing of materials.
4. Construction projects with a Pre-Construction Meeting will be scheduled by the Planning and Projects Department (not the Procurement and Contracting Office).

My company submitted a proposal or statement of qualifications for an RFP or RFQ. How can I get a copy of our final scorecards?
